what is the use of skill Receive (Rcv) for defender, especially Central Defender ?
is it worth to raise Rcv skill of my defender?

Receive(Rcv) skill is for receiving ball form another player.
It is up to everyone to determine if any skill is good for certain players. I would say its not important, but some might argue with that. Up to you, if you want your players to receive ball better.

Dribble, Shoot Power, and Shoot Accuracy for Defensive Players is not important (in my opinion), again many will disagree with me. However if deal comes to penalties, you better be sure all your players know how and where to shoot that ball
