Do you mean talent 9?, if so, you can look in the free agents market at level 2, there are sometimes level 7 talent etc which you can get for about 4000 for under 25, other than that you can do transfers but people charge lots for them.

You need to find someone who is selling them cheap, maybe look in the market for someone who is willing to sell them at at least 2/3 value price. I know of one such person who has 5 level 9's on the market right now.
