After several months I have been watching something with which I disagree:

At the Glory Hall, you can definitely find some Mods within the it, and for every month, the top 15 are shown. Do you know how many Mods there are within the game? If it is true that the incentives Mods are the main reasons why they are on the Hall of Fame, then probably more should be there. The reason why they are there is because of their involvement and enthusiasm towards the game.

Your sampling size of 3 mods of top 5 definitely project is bias to support your statement. Try comparing the ratio for top 15, or bigger populations.

Lastly, the incentives Mods received are definitely not a lot as to be able to get the best VIP and for long term. It is certainly a justified amount that does that disrupt the nature of the game play. The growth of VIPs in the game is tremendous and definitely everyone is of equal standings to be the best.

Critically, to be the best, in simple is to keep playing. Of course there are more to building a good squad and some tactical knowledge involved.
